Who are the most evil humans in history that most people have never heard of

Meet King Leopold II, murderer of 15 million people, but yet only few people know about him.
King Leopold II was the King of Belgium and dictator of Congo in 19th Century.
At that time, most of African countries were ruled and owned by other European and American nations.
However, Congo was only one of the few African countries which was free. Being a free nation, Congo was actually called Free State Congo at that time.
Congo was also rich in resources and minerals.
After knowing this, King Leopold set his eye on owning the whole Congo andsetting his rule over it.
So, in 1885, Leopold formed International Philanthropic Society, which claimed to help Africans by introducing them to Christianity and providing aids.
From that society he gained the ownership over the Congo.
After owning Congo, he forced the people of Congo into extremely hard labourship but didn't provide them enough food and water.
This resulted in the death of millions of people from disease and starvation.
Women were raped and then starved to death.
Millions of Congolese were forced to work to death.
He sold all the minerals and resources he collected from Congo to the European Countries and kept all the money for himself.
Not only that, he also sold millions of Congolese young people for slavery.
The population of Free State Congo was about 20 million. But by the time he finished ruling, the population was decreased to 5 million.
